Piggles - 1 Day Ban for ping masking

I've had an ongoing discussion with Piggles about him ping masking. I started with kicking him, several times yesterday and today. He claims to have no idea what I'm talking about, yet once I kicked him today, his ping went from a constant 1 to a constant 5. So it became obvious he knows what he is doing and is just dicking around with me at this point. This is why I tossed out a 1 day ban. He's connecting from Long Beach, so I really have no clue why he's ping masking.
 
Same shit happened I gave him a 10min ban last time. I'm gonna drop a perm ban next time he does that crap I'm tired of telling him
 
I'd like to point out that our server occasionally assigns a 1 ping to someone who has a latency less than 45.
 
Very rarely I'll have a 5 or 1 ping. I think it's happened a handful of times. And in the same day it would be at my normal 30ish. I've had some wonky stuff happen with ping in our server before.
 
Before banning him, ask him to come to our website and post a tracert to the game server. Post it here and let's see what is going on. There are some stupid folks out there where the web is concerned, let's give him the benefit of the doubt this once. Post our website and ask he sign up and post a How to? thread if he is uncertain what you are asking him to do. We can copy\paste the things he needs to do and post back to the thread.

If he can't be bothered to follow through with that simple request, then ban his ass into Oblivion!

I didn't mention before that I tried to add him on steam prior to the ban so we could discuss it. After he came back with 5 ping though, I was sorta pissed for trying to help him because that to me shows he does know what he's doing.
