What are your in-game specs? Also i agree with the fresh install but. you also have to make sure you have the CSS config file set up correctly. for instance disable HDR bloom, disable ragdall, etc etc etc. if you need help editing the config file i can help you with that. No biggie. i run around 600 FPS with my config that i run.
