Concealed Carry Licenses in CA

Likely nothing will change. County Sheriff's that operate on virtually as non-issuing counties will still keep their stringent requirements even though California is TECHNICALLY a state that is "shall issue" pursuant to California's Constitution. Unfortunately, because under that system it is left up to the sheriff's offices to create the requirements to get a CCW permit, nothing about this ruling from the 9th Circuit will likely affect existing policies implemented by various Sheriffs, at least until they get a more definitive answer from the Supreme Court, the full panel of the 9th Circuit (since this was a 3-member panel decision), or from the CA State Legislature.

Essentially a more Democrat heavy legislature than the one that banned open carry (back in 2011?)

If I ever felt the need to have a gun, I would like to know that I'm able to do it. But honestly, being in Law Enforcement, I have mixed feelings about people and guns. People in general these days aren't as responsible as in the past, and I honestly wouldn't feel as comfortable seeing everybody walking around town with guns on their hips...unloaded or not. The time it takes to slap a clip in is minimal if you've got one handy.

I would be all for required yearly gun safety courses for everyone who wants to use a gun though. Avid gun owners take it seriously and make sure their family knows at least the basics of gun safety, but not everyone is as safety conscious. Want to own a gun? Prove to (the state) that you're capable of being safe with a gun.

personal opinion: restrictions on concealed Carriers, is very harsh, and GOOD. as well as the right to own a fire arm PERIOD. especially here up in washington state.

CL4p-P is absolutely right. want to own a gun? prove it.

I absolutely agree that you should know how to shoot and show responsibility. (I've comp shot for a long time)

I also think that any carry should be legal. I should have full advantage when it comes to my personal protection, don't take that away from me. I carry everywhere legal. I don't expect to get in a shootout, I don't want to. I always wear my seatbelt, I don't expect to get in a car crash, I don't want to. I just want it if, hopefully never, I need it.

However, if you open carry in today's time (around town) you are an idiot (law aside) as it would make you a target and comes with a plethora of different problems that it's not worth the hassle.

California has and always will have a population problem. Mass concealed carry might help with deterring crime, might help crime. I just don't want to live in a state that won't let me protect myself reasonably.
