Lets roll it back here. Back to the original question at hand. If he has a dynamic IP then should he not be able to simply unplug his modem for 10s - 1m. If the system is dynamic he should receive a new IP address so long as the MAC address stays the same correct?

To be clear, if you have a static IP assigned by your ISP, changing your NIC mac address will cause the system to REJECT your computer when trying to get online.

If you have a dynamic IP, changing you NIC mac address will cause your ISP to dynamically assign you a different IP address. Before doing this make sure you unplug your cable modem from the wall, disconnect the coax cable, and let it sit for ~5 minutes so it flushes all your prior information, or you too will be REJECTED!
